Before we proceed to deal in this Part, and in subsequent Parts of our Report, with the particular circumstances of towns other than Johannesburg falling within the scope of our Terms of Reference, some .general remarks must be made with regard to the relation between the Parts of our Report dealing with these other towns, and Parts I, II ap.d III.
