This is the first public statement on the report of the Penal Reform Commission, on which Mrs. Hoernle served. Her report consists of terms of reference and recommendations with comments to the problem of crime-prevention and the measures taken in dealing with those offenders. The social order and the racial caste structure which exists in South Africa is considered to have a positive effect on the problem with crime and its treatment therof. This is the 31st lecture delivered by Alan Paton at the 50th Anniversary Conference of the South African Institute of Race Relations on July 3, 1979 in which the author portrays the social and political injustices in South Africa. Further discussion is emphasised on questioning whether there will be a change of heart by the white population in South Africa towards apartheid and racial discrimination in the hope of liberation.
