Housing the Indian population of Durban has been a difficult and a contentious problem for a very long time. The reasons have been partly political (racial segregation) and partly economic (low incomes). Controversy still surrounds the issue despite close to two decades of Government development of mass housing schemes. This report examines some of the more topical matters of concern, particularly with regard to occupational densities in the schemes at Chatsworth.
